I always like to look at reviews or testimonials of other people who uses a product or service. I get a better sense on the quality of it. I get an idea what I am going to get.

For remote work, I don't think location is important at all, except for communication purposes which are low. I also don't know that their interpersonal skills are that important either. However, I'd want to know they have the skills for the job (Option D). After that, I think past testimonials are more important than how much experience one has.

Showing examples of apps created similar to the one I'm hiring him to create, option D, is key. If he is new to whatever specific tech I'm focused on, it may take him far longer than someone else who isn't. After that, testimonials are good because I can see how others enjoyed working him or didn't. Years of experience, B, and E, inter-personal skills are next because they'll tell me how likely he is to be smart and fit in with the team. Time zone is slightly important, but if the offshore developer is good and responsive, it's not a dealbreaker.

I think Option D is the very most important factor because they need to be able to build an app that looks the way you want it to. If they can't do that, nothing else even matters. The location/ time zone is also important because you will have too many delays if they are opposite you in time zone. Interpersonal skills also matter because it's a process that needs to have good communication, feedback and responses. Option B, years of experience, can help but it's not absolutely necessary. A person can get good at coding quickly. Finally, the past customer testimonials of Option C are helpful, but since happy customers don't always leave reviews, and good reviews can be bought or made up, it's not the most impressive thing.

The top two here are a no-brainer to me in that I would go with an app developer who had experience building what I needed. The experience could either be in the style of app I was looking for (most preferred) or in general app development. The remaining options are nice to have but aren't the most important by a wide margin. Other reviews would rank third and would carry some impact over time zone or personal interaction.
